This publication collects three texts about cyber defense and cybersecurity that have been written for – and published in – in the period 2021-2023. Proceedings and Journal of the Royal Academy of Military Sciences and its blog Defense and Security.

The core of the document consists of structures for the continued development of Sweden's cyber defense and cybersecurity from a total defense perspective. The starting point is current statutes, current defense decisions, and international developments where operations in the cyber domain have become an increasingly integrated part of military operations.

For the cybersecurity area, the publication contains a detailed account of the requirements that laws, ordinances and regulations place on both public and private actors. This is complemented by the author's view of the root causes of why the situation, despite current regulations, looks the way it does, together with a number of suggestions for what is required in the short and long term to reach a defined desired state.

Due to the complexity of the field, some effort has been made to describe the meaning of key concepts and the differences between them. This leads to a proposed Swedish definition of cybersecurity that forms the basis for the reasoning and proposals in the paper.
