An anthology on the financing of civil defense
Civil defense needs well-thought-out, long-term financing. The purpose of this study has been to shed light on how such financing could be achieved. Several knowledgeable writers have been engaged to contribute to this anthology. Their contributions include several observations about various problems within civil defense that today must be considered dysfunctional. There are also suggestions for improvements and how future financing could be achieved.
The anthology reveals two parallel processes, which are mutually dependent on each other. One is about creating an effective organization and management of civil defense. This also includes the development of planning and regulations.
The second process, perhaps even more important, is to get the financing in order as quickly as possible. This involves the division of roles between the public and private sectors, primarily the business community, but also the division of roles between the state, the regions and the municipalities.
The study group within the Royal Swedish Academy of Military Sciences responsible for the study and the anthology has recommended that the government submit a bill to the Riksdag with the aim of trying to address the problems described above. Such a bill should also include “A strategy for building up civil defence”.
The study group is also strongly critical of the fact that the reconstruction is taking so long. (The decision to rebuild the total defense was taken in 2015). It is believed that necessary decisions must now be made as soon as possible. If the government continues to demonstrate slowness in this area, it could in the long term constitute a security policy risk for Sweden.
The anthology has been produced within the framework of the Royal Swedish Academy of Military Sciences' project SES Security in tomorrow's Europe - Swedish perspective. The members Richard Lundgren and Ingemar Wahlberg have been editors.
