Project assignments

The purpose of the project is to, as far as science and proven experience are able, develop the building blocks that shape our security policy and its continuation in political control of military and civil defense including crisis management, i.e. a strategic direction. Finally, proposals will be given for how civil and military defense should be designed against this background, with a time horizon of 15 – 20 years.

To achieve this, the work will be conducted in seven sub-projects. The first five will be implemented in parallel with connections to each other and the possibility of iterative feedback. The last two will begin in 2016 when there is support from the other sub-projects. The sub-projects are as follows:

  1. The military thinking of the great powers, military-technical development as the basis for Sweden's defense strategy - The results of the analysis should lay the military theoretical foundation for continued work.
  2. Non-military threats, such as cyber, chemical, biological, terror as the basis for Sweden's defense strategy - The results of the analysis should clarify the future significance of these forms of attack on the battlefield and provide a basis for considerations within the security concept.
  3. Swedish technical doctrine with regard to capabilities and international development – ​​The results of the analysis should highlight the impact of technology on the future battlefield, its cost development and how Sweden should behave in this context.
  4. Society's vulnerability – The results of the analysis should clarify civil society's adaptation and support in the event of attacks as a basis for considerations within the security concept.
  5. Attack methods – The results of the analysis should clarify how Sweden should approach different attack methods as a basis for a security concept.
  6. Future combat technology, tactics and operations in the arenas of land, sea and air – The results of the analysis should lead to how military forces should operate in future combat environments.
  7. The future Swedish approach – This analysis should be the synthesis of other work and lead to a future Swedish security concept with military and civilian structures.
